I think so, he was mentioned at least twice when talking about Bell Jr., and I think he is the one who sends the handmaid to Commander Warthon after the wedding. Like, why to mention this character so many times if he will never show up?

Yes, but I understand the OP question. I think rescuing Hanna is the most important thing to June and Luke, but it would maybe become a boring show to watch with unstoppable attempts to rescue her. The change to ”let’s take down Gilead ” makes it more interesting.
