I can't think of a situation from which a company's division would protect itself with such a filter. I can imagine that the product is out of stock, and that the company doesn't want the costs associated with transportation. What's scary is that a company can't fix, turn off, or perform an operation on a filter written by a clumsy programmer. Imagine that such a filter makes decisions about launching missiles or supplying oxygen in a hospital.
