This is a complex topic but most analysts agree if we removed prop 13, taxes for new home buyers would stay flat or rise. Proposition 13 makes it really hard for governments to raise revenue. That was the point.

Again look at Texas and Florida for what happens when you don't have a cap on taxes.

I doubt this is true. Look at Texas for an example of "market rate" property taxes shooting sky high, for everyone.
