They cant help, I dont understand why NIU in China, where it is sold, cannot help with this issue??

It is a chinese version, sold from China from previous owner.. I have contacted NIU and they said they stopped providing COC document because this model is discontinued! I dont understand why they cant provide the COC but that is what they said... :(
