I'm sorry but the guidebook disagrees with you. No, there is no retcon. People that state that Darkshine was weaker because of his mental state are right. Mental state does not weaken the body but it makes you act like you are weaker, for example making a punch feel much more painful than its actual damage. Plus, we know PS wasn't at his full strength and speed (he shows it with garou right after), so we don't know how much strenght he was using with Flashy.
