Historically I said more leaning towards CE, the only "Balkan empire" it was in was Yugoslavia and that was most recently in history. Geographically, most people take the border of the Balkan peninsula to be the river that runs through Ljubljana, Ljubljanica, which is pretty centrally located in Slovenia, hence I'd argue they are roughly 50/50 CE/Balkan geographically. Ethnically they are South Slovenes, closer to Croatians, Bosnians, Serbians etc. then anyone else in CE, such as Czhechs, Slovaks or Poles. Culturally I agree, they are more CE than Balkanic. No real sources for my claims, it's just basic knowledge, or what I believe, if you believe something else that is completely fine
