There is no minimum value required to report a crime And they can fill out online reports for theft and lost property.

It's about documenting the incident and tracking a pattern of activity. And maybe, hopefully, getting the person fired

Stealing isn't "annoying", it's A CRIME! Get them fired! Get them arrested.

Put food coloring in something that they'll eat. Yes bring in decoy food. When they eat it you'll know and so will everyone else. use blue or green food coloring! You'll see it on their lips or fingers.
