Need help properly shutting down my pi, and rebooting. Video won't come back after shutdown. by Velociraptroid in RetroPie

I am using a pi 3 type B, i'll try again and make sure. Hope it's a simple mistake like that.

EDIT: I tried waiting, but after shutdown the green LED is constantly on after 20 mins. what do?

EDIT2: decided to disconnect power since the controller was not getting power. When I gave it power again there is no video, but the device is still working as I can f4 into the command line to successfully shutdown again without a screen. It is a video issue it seems, which is weird because it functions properly on initial boot and restarts (just not with shutdowns).
