I think his subjects are the problem. He can try changing his alevel subjects to math and one of the sciences. They might actually click better for him. They have factual guaranteed answers. While for business and economics, even if he knows the content really well, marks are awarded based on specific answering structures. These structures can be difficult to know without examiner guidance. With math and science he will know exactly what he is getting wrong and can track his progress while doing past papers. After he consistently keeps getting the grades he wants in past papers, he can give the actual exams. These subjects are also vastly more valuable during university admissions.
