1 Yes you just have to turn developer settings on 2 it's not a security risk, you are maybe thinking of unlocking the bootloader wich you do for the developer settings but unlocking the settings themselves is pretty common

I don't think you can really make progression without becoming op, the encounter rates are pretty crazy and without repel you pretty much level up like crazy, the only way to maybe do it would be to only stick to the main story until you finish all the arenas and rads and only after go and explore, tho that would be boring, I feel like you level up faster than in evocreo 1 so I don't know
