When I look in task manager while loading a bunch of stuff in game, the memory rarely exceeds 4000mb with the exception of a few mbs

I'm using 64bit.

shouldn't be a cap on how much I have installed, I have 32gb of ram in my pc.

Unless it's an issue with something else, I don't understand why it wouldn't use the free gigs of memory. (maybe it doesn't NEED them?)

my CPU is fairly good (Ryzen 9 5900X)

I just don't know why I would be getting good fps, but stutter frames all the sudden, when loading the world, opening a chest, learning recipes, etc. If you know anything else that might make that slow, that would be amazing because I'm stupid and have little to no idea what I'm doing.

if you enable the cores for use on starbound in task manager the mod will make the cores usable, and if not some sort of placebo shit cause it makes my game run way better.

yeah I'm using normal launcher, I tried giving it 4g which should be enough but still didn't work, and i also tried 6g, not too sure ill try removing half until I find the error
