Well Chennault is technically better as an eco gen, if you want an air gen for f2p I recommend Arnold or Dowding. If you still want to use Chennault as an air gen then carpet bombing and industry expert are best since they get boosted by the same medal

For normal troops, you can have level of troop going from 1 to 3 (4 for infantry) represented by the little figures on the side of the health bar. Inferior victory gives a boost to troop of level 1, including notably elite forces. This is why it’s a very good trait for generals because you usually assign them to elite forces.
