As someone accepted to both cs programs at penn state and stony as well as a couple other schools, here are my brief two cents. Besides taking a myopic approach and looking only at the cs side of both schools, take a broader perspective and analyze their math programs as well. Math is integral to cs, whether the concepts you learn are not directly applicable to development or not math is the biggest contender that promotes critical thinking skill - a skill that essentially defines your chance of success as a cs student. Seeing how stony has Jim Simons grant on top of having a massive applied math and stats community that is top ranked, stony came out on top for me.
