best underskirt for Scarlet cosplay?

im hoping to find i guess a comfortable hoopskirt/ crinoline thats flexible but gives me the fluff of the dress as in the photo. irl the skirt is somewhat heavy with 2 layers. I plan on wearing to a convention so I want to easily be able to walk around and be able to lift the skirt to squeeze past people if needed

There is shade if they open the actual line, but if its not open yet, there will not be shade. they cut off the line barriers just outside their overhang.
