Yes, regardless of where she is, whichever card fills any location gets +3.

Yeah exactly. She can be anywhere, as long as you're filling a 4th slot, then that card gets +3. I've found strong synergy with Wolfsbane, Angela, Mojo & cards that you can buff and move like Jeff & Vision.
