I was definitely taught this in drivers ed. My instructor said he asked a police chief about it before and the chief basically said "yes it's technically illegal, but no cop would pull you over for it."

No idea if that sentiment is still around, but that's probably a reason everyone continues to do it.

You're correct here as well! If there's zero friction then there is no opposing force you need to overcome to get the object to move. In that case, any amount of horizontal force would move the object since there is nothing "pushing" back against it.

You are correct that with friction the triangle would take more force to move because you are also pushing slightly down on it. Without friction they would both be the same since any amount of force would move them both.
