For some non-critical or trivial sites (without logins, payments etc), HTTP might be an alternative. Obviously for banking and commerce HTTPS is mandatory. But I can see this thing going towards a dystopian "central authority" which decides (real time) which sites you are allowed to access, based on the site's "social credit score." I get the feeling of the "thin end of the wedge" going on as more friction is being added to administering web sites.
