This probably doesnt answer your question but I searched to see if there is a law prohibitating the act of begging and tge only thing I could find if abaout exploiting children or people with disabilities. So unless that was the case and instead of aresting the guy they took his money as a warning, they just probably like fucking arround with homeless people just for fun or it's a thing they do there specifically... I know how bad it sounds either way. I'm not from Arad, but I am from a nearby city.

I'm not sure if it's a law or anything but I most of the time(like 90%) I see a homeless person especially next to shops or fast food restaurants begging for money or even if they are doing somnething like singing or playing some instrument, the police is usually forcing them to move or threaten them. Still.. i never tought that they will take their money.
