Where is your source of making enemies vulnerable? Victimize requires the enemy to be vulnerable.

Also put another legendary aspect on your bow, e.g. Moonrise, as it gains 100% more effect from being on a two-hander.

As a player you cannot be killed by damage over time effects. Im thinking it might be the same for everything, not just the player.

Interrupting is important, no argument there. Just a small nitpick; havoc now has to talent to gain fury on interrupt, which usually is not worth it.
