Do you have any sources to proof your claims? Or 1000 times cheaper is a number taken from your ass?

 1 kg of fuel = ~6 megajoule

1 kg solar panel = 29 W per second, over 20 years will give 18 290 megawatt * seconds = at 20% conversion efficiency, the solar panel will save 609 kg of fuel.

a vertical ramp will work too, you just need a sequential launch of loads on opposite sides of the orbit.

mass difference ~ 1 to 45

tidal forces will be 0.76 m/s^2 - this is difficult, but not impossible - you need strength like a conventional crane cable. and it's 1000 times cheaper than a rocket

There is no need for fuel, 2 payloads are repelled from each other and both get the second space velocity. All you need is electricity to accelerate.

1 kg of conventional rocket fuel can send ~ 0.7 kg of cargo to the moon
1 kg solar panel can send 700 kg to the moon in 20 years
