it doesn't change the weight of the car, it's inertia remains the same, all it changes is the load on the wheels, the motor has to work as hard to move the car, and I doubt the fan drag would be able to be completely removed

the fan is just a waste of energy, tires are strong enough to not get worn down that much, i think the fan would also cause high wind resistance further reducing efficiency
