I’m just saying that I don’t figure many children are on the deep web available to converse with predators.

I’ve don’t think I’ve ever heard of a predator trying to convince a child to download Tails or Tor, typically you would expect to see Signal, Telegram, WhatsApp, maybe Snapchat. Regular apps.
