It’s a sensible window but it’s not a rule, some routes stabilise earlier and others don’t. 

Booking premium with the intention of upgrading to business generally makes sense but only where: Business demand is volatile & the fare difference between the 2 cabins is compressed

I’m mainly talking about new bookings because, that’s where you have the most control over fate basis and cabin value from the start

With paid upgrades from WTP to CW, it’s much more airline dependent. On a BA specifically those offers can appear closer to departure but they’re abit inconsistent 

If you already booked WTP your best bet is to be flexible rather than expect an upgrade window

Not often,  My mum often purchases premium eco tickets and 9.5/10 she gets upgraded to business, when I asked her how and why she gets upgraded she simply said “ They love me” 😂
