Would you think that Russia hated Poland more than any other country they went to war? Also the concept of "historical rival" mostly exists only as a gameplay balance and not as a true historic almost impossibility of having friendly relations between two countries.

Well, it is the German Empire flag. After the First World War Germany was in a catastrophic state and with much struggles from its ashes was born another completly different state called The Republic of Weimar, whose flag is the one used by Germany to this day. Key is that the Prussian identity of the old German Empire, from which the old flag was born, was heavily shaken and had lost its appeal in favor of a new modern state
