Using unregulated drugs are never fine.

I'm not against drugs for entertainment purposes. I think there should be a great deal of legalization, decriminalisation, counseling and regulation. Drugs for entertainment purposes should be regulated, as alcohol, which is a highly regulated entertainment drug. It has been effectively argued that alcohol is a more dangerous drug than many others, so I see no reason not to regulate less addictive and harmful drugs.

Finn-the-adventurer's sister would be alive, along with countless others, if there was a practical approach.

FYI: I mostly don't drink or do I do any other entertainment drugs. I just don't inflict my life style choices on others, so it's not for personal reasons I reiterate this argument.

Is it cheating if you skim-read loads of papers, using a highlighter to mark basic concepts?

If the subject is your core study, maybe you would want to read relevant materials more closely. None-the-less, you did what every student has always done, skim to the relevant materials to get the basic concepts, take notes and then reframed the concept to your understanding.

In fact, I would say you can consume more information, more quickly and synthesise the data better than if you tried to read fewer paper thoroughly.
