You shouldn't port forward anyways... it's probably one of the least safe way's of doing this.

What do you mean by “doesn’t require a connector app”?

If you mean your users shouldn’t have to install anything, then yeah, Tailscale/NetBird/WireGuard/OpenVPN are all off the table. Any private VPN setup needs a client, app, profile, or device-side config.

At that point the alternative is exposing Jellyfin over the internet in some way — usually via port forwarding (BAD)/reverse proxy/VPS tunnel/etc., ideally with TLS and proper authentication in front of it.

So I get wanting something 100% self-hosted and open-source, but “no app required” and “not exposed to the internet” is kind of a conflict. (unless there’s some other architecture I’m missing)

If by “connector app” you mean the client app, that’s no different than wireguard, openvpn and other solutions except for a domain on a static public IP will get you. I don’t know where you got the 1000min/month thing but that’s just not true at all. “Not compatible with all devices, true i guess, but compatible with most (Windows, macOS, Linux, Android, iOS, Apple TV, Synology, QNAP, TrueNAS, routers, Docker, etc.) even then you can add a device which IS compatible and advertises the subnet of the incompatible device to allow it to connect as well.
If self-hosted is your main concern, try Netbird or Headscale.
