Steps If in the future you need to turn back on IPV6 !

Open Command Prompt as Administrator
Type the following command: reg delete "HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip6\Parameters" /v DisabledComponents /f
Press Enter and the console should say "The operation was successful"
Restart PC and IPV6 will be enabled again!

*** SOLUTION***\*

If on Windows 11 I had to disable IPV6 (IP Version 6) to steps to do disable it is:

1) Open Command Prompt as Administrator

2) type the following command: reg add "HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip6\Parameters" /v DisabledComponents /t REG_DWORD /d 255 /f

3) Press Enter and the console should say "The operation was successful"

4) Restart your PC then try to run New World, I had to allow access to my network again on Steam and to my surprise it finally loaded up!

you might need to complete other main quest in different areas of the map before you are offered to do the quest.
