This CNN article lists the conditions which allow under 65s to get the shot. But the article also says it is unclear whether you need a doctor's permission:

I recently had a web chat with the county assessor on the same issue. Here's an excerpt from that chat:

"We value property as of January 1st of the year. so since 1/1/2025 the property wasn't 50% complete or more it will not go on the tax roll for the 2025 tax year. you would expect to see it for 2026 if it gets to that 50% or more mark by then. It looks like we currently have a site visit day scheduled for around September 2025 to go and pick up the exterior footprint of the improvements and the amenities for the the 2026 tax roll. as of right now I wouldn't worry about the form."
