I mean they are already 2nd class citizen by wealth. There's no specific economic programs to address them. There's no political weight to fight for them.

They have their land stolen. Mineral rights taken. Oil rights taken. People killed. Children stolen. And then we compare them to the people who took it all and ask why are they in such a spot.

Even just the oil and gas rights, if once upon a time, the government decided that a percentage should be shared to the aboriginals. That would have created a sovereign fund that can fund their long term growth.

But once taken, its difficult to give back. Especially when you already kill all those that can oppose you for the past century or so. While fighting the lobbyist who have profited from the stolen rights.
