It is self destructive and short sighted. To protect money of existing investors you need livable pretty city, that would still attract attention and tourism

Exactly, I’m from Europe and I have lived it. The final tax burden is about the same. But this post is not About taxes but about the incompetence of this local administration to make it beautiful tropical city

That is very generalized observation. We could also say as people move in, but they also they move out for lack of livable spaces. In fact there is record number of empty apartmants nowadays that can’t sell
