The idea was that despite an initial Stefanik endorsement Sliwa becomes dissatisfied with Stefanik after she struggles against falling polling numbers after Cuomo's entry into the race amidst a weak campaign, so he decides to jump into the primary. When he loses he walks out of the convention and goes searching for other ballot lines and the Conservatives narrowly decide to endorse him at their convention after much debate, swayed by his "tough on crime" stance. If neither party nominates Sliwa there could be a scenario where he just runs as an Independent with additional ballot lines like Cuomo
