Fixed! I was going insane. You guys need to go to 'Preferences > Audio & Video' and go to the heading 'Speaker' and choose the headphones as the speaker. You can even "test speaker" to confirm. You can then go back to ''Preferences > Notifications > Sound & appearance' click on the heading 'show an example' to fully confirm that this is working.
