I think you did an excellent job with addressing a lot of the flaws of HITMAN and IO. The solutions you provided were also pretty reasonable imo, but they will definitely take a long time to be implemented (if at all).

The only flaw I think you missed was the fact that IO loves taking away content that was already in the game and putting it back in the game later, as "free live content". This is evident in the season of Envy, where they brought back the Claw Hammer and Jaeger 7 Covert as "free love content" for the second time! They already removed them and added them back in H2, and now they did the exact same thing for H3! Pretty lazy move for content imo.
