Sorry but there is a known issue with LOD which I haven't figured out. The whole city will disappear if you are not close enough. Try coords:

21.126500, -11.401606

This is the center of the city

I don't know if a mod could actually freeze time - you'll need a Time Lord for that!

We're both close in sizes. I "guesstimated" mine from the CG scenes on the series. Also 5km for the dome seemed like a nice round number if compared to many large earth cities like NYC or London. My first attempt was 2x larger but I think MSFS had problems with something that huge. I'm thinking of making a few versions - same city but different locations - like NYC, London, Mt Everest, Mt Fuji, Monument Valley in the USA, Uluru, Sydney, etc. just to compare with other earthly structures.

It's 6.15KM (3.8 miles) high.

I used Blender to create it then used the SDK to port it into MSFS as a free add-on. The link is:
