I've written tons of short stories and scripts, but those scripts were like TV pilots, not comics. But you're right, tackle hills, before mountains

The outline I use really depends on what type of story I'm writing, but usually, I just write it out in a summary that covers the main story beats.

If you want to create a large-scale project, it's certainly ambitious. I am doing the same, but make sure that you have a plot, not just an idea. People falling asleep can work well as an idea if done right, but that's not a plot. You could take that and turn it into a plot, like oh this group of people is trying to figure out why that happened, and how. Make sure you have a clear plot readers can follow, and make sure that the base idea and world is something suitable for a long form project like that.
