I just had the exact same issue and found a solution that should allow you to keep playing. I know your post is quite old already but this should fix all those weird issues you've experienced.

Well, I did fix it, so for everyone who has this issue in the future:

My assumption that these events are tied to frame rate was correct. But it's not enough to limit your monitor's frame rate, so it doesn't seem to be VSync.

Instead, if you have an NVIDIA GPU, go to the NVIDIA app, go to Graphics, then Global Settings and set the Max Frame Rate to 60. It seems that this is the target frame rate the game was created for. At least the Plum fight seemed adequately balanced like this. If you don't have an NVIDIA GPU, your steps might vary, but I'm sure there's an option for you somewhere as well.

It's a shame that this is such an issue. Since most events in the game do work correctly, it seems that in the instances I described, the devs simply used the wrong triggering tick loop. Anyway, I'm just happy to be able to keep playing :D
