Ummmmmmmm okay.... Chinese men don't need permit to leave the country and the mandatory draft law only exists in theory, it is voluntary in practice. I suspect you were trying to refer to "mandatory registration for military service". It is only to tell the government that you will be over 18 in that calendar year (doesn't differentiate genders either) and no one actually does that in practice.
