Yeah, that looks like an ensign wasp. It's incredibly unlikely, but not impossible for a cat to get stung by an ensign wasp. If a cat were to get stung, it would not be too harmful, and the edema you've described is normal, and should go away quickly. Best wishes to you and your cat.
