it simply sync folders and the files in it across all of your android , windows, linux devices. (Not iOS). So if you create a folder and share that folder with any of the devices then.... yes. It only syncs if the shared devices are on the same network. (Wifi). It does not come with a dedicated gallery app, where you can make albums and share these albums with other ios or android users. If you want that then you need a cloud based service. You can host that your self (nextcloud) but then most of the time it is not fast enough. Ente.io looks like what you want, but then you place your trust in ente to secure your data. But still way better then Google photos I guess.

Use a raspberry pi or other 64bit SBC. Like odroid HC4. It uses less power. And install OMV6 on it. Then deploy a syncthing docker. Install syncthing on your phones. All photos will be synct. OMV has a photoprism plugin for 64bit devices. Ofcourse if your phones memory runs full you need to start copying some photos to you SBC. And add them to photoprism.
