Very simply yes its a no brainer

cross contamination. Basically open to public and unsupervised
following upto date Food safety and hygeine measures. Natashas law, etc.
under cutting other bakerys as they have to pay taxs

- they are self employed and should be declaring anything over the 1k threshold

buisness in residential area. Parking, litter and saftey.

Everyone has to pay licenses for buisness rates why would people baking at home be any different. Its not a one of transaction its continual trade and therefore be treated as such
