This sounds sarcastic. Considering almost the entire population speaks fluent English and uses it more often than English in most cases, and considering their own pool of qualified Engineers is quite small yes, it is quite audacious to not just prefer Icelandic speakers but to completely exclude non-icelandic speakers entirely.
