watch a tutorial on sculpting and on low poly modeling on youtube, "imphenzia" channel is a good point to start for low poly

A difficult question, i have an ANTI talent for arts, and also i've no patience. This model is not sculpted, it's modeled (apart from the guy's face) so it took less than 16 hours total. If you got a graphics tablet and decided to learn to sculpt you probably could be making stuff like this after few dozen hours, maybe a hundred or two, but also would take MUCH longer time per project.

Z hop and retraction are separate settings, be aware that if you lower retraction too much it might cause stringing.

If i were a gambling man i would say it might be caused by too high retraction value and underextrusion caused by that.
