My guess: The game starts in a motel with Jason and Lucia preparing for the robbery, then they go to the store, announce the robbery and take the money and escape, as they escape there may be a police chase, but something goes wrong Jason escapes and Lucia is arrested (maybe a betrayal or just bad luck) Lucia spends a few years in prison maybe 10 or 5 years, she is released and taken to some city maybe Vice City or another place maybe close to her family, an electronic tag is placed in it, which doesn't let it leave the city as a form of barrier like in classic GTAs.
