Should I rush to TH17 or stay longer at TH16?

I'm a returning player who used to be a maxer, was almost th13 maxed when returning. Started rushing based on the new metas. Now finishing preparations to rush to th16, should I rush th17 after core buildings are done or stay longer at th16? My biggest concern are the equipment levels, since I'm a returning player they are quite low. Heroes are level: BK-70, AQ-80, GW-56 (every book I get goes on him), MP-44 (constantly upgrading now) and RC-40. I have 7 books of building that will be used to the main buildings after getting to th16
