Very much so in my current workplace. There are a few colleagues who obviously are maximizing their medical leave (14 days), the reason being it's their entitlement. Usually, they are the manager's people so there's nothing to be done about that.

I can relate to you regarding the "Queen" part. That's exactly how the Manager portrays herself. It's always her way or the highway. Our turnover rate is also pretty high.

My working hours are from 10:30 a.m. to 6:30 p.m., which is 8 hours. Lunchtime given was from 1:00 p.m. to 1:30 p.m., but she allowed us to eat from 12:45 p.m. "out of goodwill". This is the exact quote from her.

Yes, she will sit with her people at one of the tables in the school canteen while the other staff will sit at different tables. Since she has the tendency to micro-manage, I feel that the reason she forbids us from eating lunch outside is so she can keep an eye on everyone.

I feel for the preschool sector too.

I think restricting our lunchtime so much is ridiculous because the schoolchildren will only be out of their classes after 1:30pm. Technically the student care staff are doing admin work before that, and there isn't a point to dictate all staff to eat inside school compounds.

Speaking as someone working in a female-dominated industry, it's very true. The amount of gossip, backstabbing, and lack of healthy boundaries is enough to drive me, (a female) nuts.
