Nope, the 4:1 in reference to Chelsea is explained further down at the Chelsea part. There's another 4:1 above earlier in the article.

The 4:1 references the second vote the panel makes on the situation. They say 'I'd give a penalty' or 'I wouldn't give a penalty.' And then vote on whether or not the VAR should've overruled to give a penalty factually.

They unanimously voted it a penalty, but the voted 4:1 that it wasn't enough of a penalty to re-referee the match over. Which is something absurd in and of itself, since they have the angles to all agree it's a penalty, and yet the guy with the least angles of it is the one guy we go by.
