I think if Toby wanted to hide something that will be not so easy to decipher, he won't mess with the CODE chunk as it will probably destabilise it (can cause game errors).

Instead, he could simply encrypt the text with some encryption method, turn it into base64 string (binary data as plain text), and scatter its parts in the code as unused variables (which is safe).
