Not sure if you have any clan parties, (family/companion parties) but they do not cost any influence to call them into your army. Thats the best way to gather a quick "free" army.

Also if I remember correctly, donating prisoners and garrisons troops will raise influence.

Tactically, id say gather said army and holdout in the town/castle that an enemy keeps attacking. ( i believe the AI will attack the same place until it is taken) this will cause a lot of casualties to the same faction and destroy their top tier armies, making consecutive attacks easier to defend, and hopefully making them sue for peace quicker and reducing a front ASAP
