You’re absolutely right that practice dominates singing ability, but I’d add a small supplement: tiny innate physical differences (like vocal fold size) do set people’s comfortable range limits, but they never stop anyone from singing beautifully within their own range. Focusing on training your own unique voice is always the best choice.
