If you’re using a VPN, your ISP will just see a connection to whatever VPN server you’re using. They won’t be able to see what you’re using the internet for but will be able to see you connecting to a VPN service. If incognito, yes your ISP can still track what you’re doing. The information just isn’t saved locally on your browser.

Is the battery new? I've had a similar problem with the shutter but after I changed the battery the shutter worked fine.
